I conveniently browsed through the rules and regulations, one of the clause included :
G) JUDGING
In the event of a tie, the tied entries will be judged by the "Organiser's" on the
following criteria: (i) Creativity; (ii) Photographic quality; (iii) Caption originality
and (iv) genuineness/authenticity/relevance of the content.
Decisions of the "Organiser's" are final and binding.
Which means, the "public" has the absolute mandate, that included the ais kacang uncle, cleaner aunty and the pak guard, all has says in choosing the final winner.
The window period of voting is also really interesting
The contest consists of four 'competition periods':
(i) September - October (from 23rd September 2012, 7:00am to 22nd October 2012, 11:59pm)
(ii) October - November (from 23rd October 2012, 0:00am to 22nd November 2012, 11:59pm)
(iii) November - December (from 23rd November 2012, 0:00am to 22nd December 2012, 11:59pm)
(iv) September - December (referred further as the "Grand Prize") (from 23rd September 2012, 7:00am to 31st December 2012, 11:59pm)
(i) September - October (from 23rd September 2012, 7:00am to 22nd October 2012, 11:59pm)
(ii) October - November (from 23rd October 2012, 0:00am to 22nd November 2012, 11:59pm)
(iii) November - December (from 23rd November 2012, 0:00am to 22nd December 2012, 11:59pm)
(iv) September - December (referred further as the "Grand Prize") (from 23rd September 2012, 7:00am to 31st December 2012, 11:59pm)
That leaves ample of voting time for the public, generous on MRT's part.
By the way, I sorted the entries through "By Vote" and my most favorite, uncontested entry (just overlook the grammatical error whatsoever) thus far has to be:
